This is an inscription in Aramaic on a basalt stone which formed the base of a stela of King Zakkur of Hamath and Luash, which names Ben-Hadad son of Hazael of Syria.
I am Zakkur, king of Hamath and Luash ... Bar-Hadad, son of Hazael, king of Aram, united against me seventeen kings ... all these kings laid siege to Hazrach ... Baalshamayn said to me, “Do not be afraid! ... I will save you from all [these kings who] have besieged you”
The king of Aram named is Bar-hadad, the son of Hazael, referred to in the Bible as Ben-hadad. He was probably the third Ben-hadad to rule over Aram, so is often called Ben-hadad III.
"When King Hazael of Aram died, his son Ben-hadad succeeded him. Then Jehoash son of Jehoahaz took again from Ben-hadad son of Hazael the towns he had taken from his father Jehoahaz in war. Three times Joash defeated him and recovered the towns of Israel." (2 Kg 13:24-25).
Both Hazael and Ben-hadad fought against Israel during the reigns of Jehoahaz and Jehoash, the eleventh and twelfth kings of Israel. The anger of the LORD was kindled against Israel, so that he gave them repeatedly into the of King Hazael of Aram, then into the hand of Ben-hadad son of Hazael" (2 Kg 13:3)
